Power substation. ie takes in very high voltage and moves to lower, safer voltage for use within the city. Most major cities have them. There are likely many throughout NYC

This is how most telephone company switching offices used to look. My mom worked for GTE in So Cal for 35 years and I’ve been in a few of these, not his tall, but several 3-4 Floor buildings with no windows.
